Course Details

Who this course is for
For employees who need a non-slewing mobile crane high risk work licence (class CN) to operate a crane with a rated capacity over 3 tonnes, including articulated (pick-and-carry) and locomotive cranes. Suited to construction and civil contractors, plant hire, steel erection, precast and fabrication, and maintenance crews. No prior crane licence is needed. CCT delivers this course to workplaces only — bookings are made by the employer for their own staff.

Entry requirements

  1. Students must be 18 years of age or older
  2. Students must be working in the industry, with the course booked through their employer — CCT does not accept enrolments from individual members of the public
  3. Students must have the language, literacy, numeracy and digital (LLND) skills required to complete the course. For this course that includes reading and interpreting load charts and operator manuals, performing the calculations needed to keep a lift within rated capacity, following written and verbal instructions in English, and completing logbooks and written records

What you’ll learn

  1. Plan a lift — read the load chart, calculate rated capacity for the configuration, and identify site hazards
  2. Set the crane up for the task — ground assessment, outriggers, exclusion zones, and pre-operational checks
  3. Perform lifts safely, including communicating with a dogger and travelling with a suspended load
  4. Prepare for and drive an articulated mobile crane
  5. Shut down, pack up and complete the required records

Licensing
This course leads to a high risk work licence but does not issue one. CCT delivers the training and conducts the assessment; the licence is issued by the work health and safety regulator.

  1. Assessment is the National Assessment Instrument (NAI), the mandated assessment for this licence class
  2. On a satisfactory result CCT issues the statement of attainment your operator takes to the regulator
  3. Apply within 60 days — the ACT requires the completion date on the statement of attainment to fall within 60 days of the application
  4. ACT applications are lodged through Access Canberra. A non-refundable application fee must be paid directly to Access Canberra to issue or change your physical photo card.  Please refer to Access Canberra website for more details.
  5. The licence is valid for five years
  6. Workers who live outside the ACT apply through their own state or territory regulator

This unit specifies the skills and knowledge required to operate a non-slewing mobile crane with a Rated Capacity (RC) exceeding three tonnes safely, in accordance with all relevant legislative responsibilities. Competence in this unit does not in itself result in a High Risk Work Licence (HRWL) to operate this plant. Competence in this unit does not allow for driving an articulated mobile crane on a main or public road. In order to drive on a main or public road, a valid heavy vehicle licence, issued by a transport regulator, is required.

Non-slewing mobile crane means a mobile crane incorporating a boom or jib that cannot be slewed, and includes an articulated mobile crane and a locomotive crane, but does not include vehicle tow trucks.

A person performing this work is required to hold a non-slewing mobile crane HRWL.

This unit requires a person operating a non-slewing mobile crane with an RC exceeding three tonnes to plan the work/task, prepare for the work/task, perform work/task, prepare to drive an articulated mobile crane on road, drive an articulated mobile crane, and pack up.

This unit is based on the licensing requirements of Part 4.5 of the Model Work Health and Safety (WHS) Regulations and meets Commonwealth, state and territory HRWL requirements. The National Assessment Instrument (NAI) is the mandated assessment for the HRWL to operate the relevant licensing class as detailed in this unit.
